Balance Upgrade vs Skin Upgrade
The official Upgrade FAQ shows the same operational percentage range for balance-funded and skin-funded upgrades: a 1% minimum and 75% maximum. The interface still treats the source differently depending on whether you use account balance or an inventory skin.
A skin Upgrade starts with an item from your inventory. A balance Upgrade starts with a monetary balance amount. In both cases, a higher-value target relative to the source generally corresponds to a more aggressive value jump, so the displayed chance is the key number to review before confirming.
